COMPUTER AND ELECTRONIC MAIL POLICY:

  1. Computers, computer files, the e-mail system, facsimile machines and software furnished to employees is City property intended for business use.  Employees should not use a password, access a file, or retrieve any stored communication without authorization.

  2. The electronic mail and other information systems, including facsimile machines, of the City are not to be used in a way that may be illegal, disruptive, offensive to others, or harmful to morale.

  3. There is to be no display or transmission of any type of sexually explicit images, messages, or cartoons, or any transmission or use of e-mail communications that contain ethnic slurs, racial epithets, or anything that may be construed as harassment or disparagement of others based on their race, national origin, sex, sexual orientation, age, disability, or religious or political beliefs.  Any such activities shall be subject to disciplinary action.

  4. The City purchases and licenses the use of various computer software for business purposes and does not own the copyright to this software, or its related documentation.  Unless authorized by the software developer, the City does not have the right to produce such a software for use on more than one computer.

  5. The computers, facsimiles and e-mail system should not be used to solicit or proselytize other for commercial ventures, religious or political causes, outside organizations, or other non-job related solicitations.

  6. All computer files, facsimiles and e-mail massages are the City's records.  The City reserves the right to access and disclose all computer files and messages sent over its electronic systems for any purpose, except where legally prohibited.

  7. For privacy reasons, employees should not attempt to gain access to another employee's computer files and e-mail messages without the latter's express written permission.  However, the City reserves the right to enter an employee's computer files if to do so would protect or serve its best interest.

  8. Employees should notify their immediate supervisor or any member to management, upon learning of violations of this policy.  Employees who violate this policy will be subject to disciplinary action, up to and including termination of employment.
