Lynn Bowers is serving her fifth term as City Commissioner. During three of these terms she served as Mayor Pro Tem of Frankfort. She is a native of Frankfort and a graduate of Frankfort High School. She holds a Ph.D. in Psychology from the University of Kentucky, a Master’s Degree in Public Administration from Kentucky State University, a Master’s Degree in Social Work from the University of Kentucky, a Master’s Degree in Psychology from Spalding University, and a Bachelor’s Degree in Psychology from Transylvania University. She is licensed by the Kentucky Professional Boards of Psychology and Social Work as well as by the Kentucky Department of Education and her career has been in the practice of clinical psychology, social work, school social work and adult education. Currently, she is a tenured faculty member at Kentucky State University, where she has served two terms on the Faculty Senate. She has served her community through the Kiwanis Club of East Frankfort (as president), Habitat for Humanity of Franklin County (as a member of its Board of Directors) and Trinity Baptist Church (as pianist). Her interest throughout her terms in public office has been in Citizen Engagement and she is published in The Public Manager on this topic. She believes that government is most effective when citizens engage themselves in the process.
